Hill, a family-owned and award-winning housebuilder, is pleased to launch a public consultation on plans to deliver new homes at Oak Hill Road, at the southern end of Stapleford Abbotts.

Planning permission was granted for the development of 42 houses on the site in March 2023, 40% of which would be affordable. Hill now intends to submit a planning application for the same number of units with a revised design and layout.

We are committed to delivering these much needed homes and are keen to engage with the local community to get your feedback on our proposals, before submitting an application to Epping Forest District Council.

The site

The site is located at Oak Hill Road, at the southern end of Stapleford Abbotts. Within walking distance are the local village shop, pub and equine centre.
The site does not sit within any conservation areas and is outside of the green belt.
The site is allocated by the Council for residential development to meet the need for housing (Epping Forest Local Plan 2011-2033).
Hill is now looking to submit an application for the same number of units while looking to review and update the design and layout of these plans.
Our Proposals
Hill is looking to bring forward a high quality development with 42 new homes, ranging from two to five bedrooms. Our proposals include:

42 new high quality, sustainable homes for all

Creating new open space for the local community

Enhanced planting and green edges to encourage biodiversity

Provision of much needed affordable housing (40% of total homes)

A design that aligns with the local character of Stapleford Abbotts

Section 106 contributions to improve education and infrastructure

Responding to previous

feedback

We have reviewed the comments from the local community and key stakeholders on the previous application and have taken these into consideration in developing our new proposals. The below table sets out how we have looked to respond to key points raised:

The proposed development has been thoughtfully designed to reflect the local character of Stapleford Abbotts. Building heights will not exceed two storeys and proposed materials, such as a mix of red brick, white render, and red and grey roof tiles, are similar to those found throughout the village.  
We are taking a sensitive approach to protecting the area’s rural setting and existing biodiversity, retaining the boundary trees and hedges on site and enhancing plant diversity through increased planting and green edges.
The main highway access will remain in the same location as the previously approved scheme and we will collaborate with the County Highway Authority to oversee the design and adoption of the new access, including all necessary safety features.
We are taking a considered approach to lighting in the area, only installing streetlights where required by the Highway Authority and where possible ensuring this does not adversely impact community amenity or biodiversity.
We will incorporate a managed floodwater system, designed to handle sudden heavy rainfall, reducing instances of flooding in this section of Oak Hill Road.
